Kannel doesn't rely on external message id's and makes a lot of sense:
trusting third parties for message uniqueness is a Really Bad Idea. Kannel
assigns a unique identifier to each and every message it process, either MO,
MT, DLR's, etc.

I don't think you can get the original message ID as it was set by the SMSC
(I know Kannel parses it from the PDU, but I don't think it's available for
read/write anywhere). I'm not sure about this, if anyone knows better please
jump in and correct me.
