In fact it means that it found at least one route, but all of them are
unavailable at the moment.

If kannel can't find a route, it throws a clear error informing it.

Check if the SMSC connection catching the traffic is active at the moment of
enqueuing the message. Maybe some offline connection is catching traffic
when it shouldnt...
