Hi, This issue has been discussed again in the group. SMSC will return this error whenever their queue for the particular user is full. That means the sms was rejected by the SMSC. This can happen because the user has left on vacation and didn't take his mobile. Or that he lost his mobile and can't get to the messages. Or finally that he hasn't turn it on recently.
Kannel can do 3 things: 1) Do not send the sms again (proper response for 1 & 2), questionable for 3. 2) Keep resending the same SMS again until it is accepted, which will never happen for the fist 2 cases. Additionally kannel's queue will be delayed due to the accumulating rejected SMSs. 3) Retry a few times and then quit. Best of all.
