I figured it out using the following configurations in smsc
transceiver-mode = 1
source-addr-ton = 3
source-addr-npi = 0
dest-addr-ton = 1
dest-addr-npi = 1

Hi,
Please include more of your logs, especially the actual PDU dumb and the
response PDU.
the only possible problem I can spot on your submission is that you have
a trailing & (%26) character in your meta-data field on submit. This
could be the problem, but I have not verified it.
