There seems to be support for it in gw/smsc/smpp_pdu.def:
PDU(submit_multi,
0x00000021,
HEADER
NULTERMINATED(service_type, 6)
INTEGER(source_addr_ton, 1)
INTEGER(source_addr_npi, 1)
NULTERMINATED(source_addr, 21)
INTEGER(number_of_dests, 1)
Can someone confirm if it is actually implemented?

As far as I know, kannel doesn't support submit_multi PDU in SMPP
protocol.
However you can try to applly necessary changes from patch mentioned here:
