No kannel does not and data-sm is shurely not doing what you think it does.
veto here... Kannel DOES support data_sm PDU, not even it is defined as
SMPP PDU in it's PDU handling code, it also uses it actively IF the SMSC
provides DLRs via data_sm, which is a viable approach.
What it does NOT do (at the moment) is to facilitate data_sm PDU for MT
transmissions.
