Kannel has the necessary in order to connect your
application/web/software to an carrier, but you need to provide the
application/web/software and make it talk to kannel.

Also you need an smsc. This is the entry point to carrier SMS network.
Depending on your country and /or operator you will need a way to
connect to them. Basically a GSM modem (Cheap/Low Volume)  an SMPP
connection (Expensive/High Volume) or through an agregator (Mid
Price/Mid/High Volume)

As far as I know, there is no way to send sms for free through an
application. You might have sponsors.
