I think Hafez is talking about Kannel fetching the dlr-url from an external
web server.

Regarding my patch, it wasn't accepted on CVS so far (nobody answered yet,
I'm not sure if it will ever be accepted, in fact).

Anyway, here's the patch with an explanation about how to use it:
