Well, I think the ability to configure new smsc connections without having to stop the whole server would be welcome by many people. Sadly, it wouldn't be an easy task to accomplish, it would require a complete rewrite/redesign on how kannel manages its configuration files and how it spawns processes to deal with smsc connections. Not precisely a piece of cake...
