That means that you have SMPP connectivity with the SMSC (so host and port are ok), but it's denying the login. The 0x0d error could mean almost anything...
You can try setting system-type = "" (unless your SMSC operator has told you to use "VMA" which I seriously doubt it, or perhaps he told you to set something else? otherwise put "" ). If your config seems to be ok, you'll have to ask your SMSC provider (a tcpdump of an attempted bind usually helps when asking them).
