If you are looking to do SIM card OTA (changing elementary files on the
SIM via data download), I use kannel for this purpose. There really
isn't all that much I do with kannel that is unique as most of the
required settings are done in the SMPP parameters. Kannel does do a
great job of managing my SMPP connections and logging my messages,
delivery receipts, and proof of receipts (see GSM 03.48).

 

The OTA header parameters (see GSM 03.48) require some pretty deep
knowledge and, most importantly, you need the secret keys KId and KIc to
do authentication and encryption. If you are not the original purchaser
of the SIM and work at a carrier, you are wasting your time. Nobody will
share these with you. If you do work at a carrier, you already have a
department that does this or they outsource it to Gemalto or Smarttrust.
The ability to change files on the SIMs means you can easily totally
destroy a carrier's business in a matter of hours, so these keys and
techniques are not shared openly.

 

If you have the secret keys, you need to read GSM 03.48 and 03.40 for
what needs to be done to set the OTA parameter headers, indicate that
the UDH is included, and direct the SMS to the SIM instead of the
handset. Again, none of this is easy and the OTA parameter settings
change for each SIM vendor and, potentially, for each SIM profile.

Im not sure what do you mean with sim based operations? Is it vcard or
something? Well you can start from contrib folder in Kannel source.
