I imagine the SMSc inserts these escapes, because kannel's submit_sm PDU doesn't. So if it is not a bug, it's got to be a feature ;-)

Well, GSM extended characters like ^, {, |, } and ~ will need 2
septets because of the escape character so Kannel anticipates this
during the split.
