Did you check with the carrier what character encoding they are using?
You should set alt-charset on your SMSC config to the one that the
carrier is using.

Besides that, I would not recommend supporting accents... not only
some carriers may not support them, but also some phones may not
support them either... even there are phones that configured in
English language don't show accents and in Spanish they do, so there
are lots of factors that could end up with a bad user experience...

Moreover, when you use accents and "ñ" or others, the message is sent
using unicode, so the MT will be able to use less than 160 characters

I always stick to English characters
