Indeed, confirmed PPG is not working. Unfortunately kannel has dropped wap support for the past couple of versions (3-4 years). It has foccused just on sms. Some people use sendsms for PPG, but it is rather limited and I doubt it supports confirmed PPG. There are no plans to support it in the future. You can use uncofirmed PPG if you want.
