I've got an issue with SMPP link becoming very slow suddenly.

Remote smsc is allowing us to send 30 messages per second
we have this value configured as throughput for the link, and usually all is
fine (in regards to speed).
but (and this happened already twice), the speed drops to 2-3 messages per
second until kannel is restarted

kannel running is 1.4.1 on debian
log files do not indicate weird behavior except the slowness

i've counted submit_sm/sec on the link for the period before and after
kannel restart and what i can see is that before restart it was doing 1-2,
in rare cases up to 10 submit_sm per second, and meanwhile queue was
constantly growing, reaching 25k messages waiting to be sent.
then, after restart the rate went up to configured throughput until the
queue depleted

any pointers where to start digging for a solution?
what are chances that this would be resolved by moving onto 1.4.3? svn?
