Hi,

Kannel is only an SMPP client. Therefore it can only connect to another SMPP 
server. You can use the smsc-reroute feature only if both smpp-sender and 
smpp-receiver are SMPP servers, aka SMScs.

However, there is an SMPP proxy that can do what you want, SMPPbox. There is a 
commercial version supported by Stipe and an opensource version submitted 
recently by Chimit.
