You need SS7 access and support to do a HLR lookup. That's not standard Kannel functionality. A short cut to do this, is that some providers allow a DNS based (ip) lookup on certain numbers and they return an operator code.
Chimit has code that allows for both options (an ss7 smsc and dns based routing for Kannel).
