You have to go to each operator individually. The "cost" of an SMSC
connection can vary widely based on the size of the operator, the
traffic you plan to generate, and various partnership and business
model constraints. For example, in the US, a bind to an operator's
SMSC can run in the hundreds of thousands of dollars per year to
maintain. However, there are many companies that have established
partnerships with the same operators, and do not pay any ongoing fees.
If you are looking for a simpler solution that has more predictable
costs and does not require individual deals with each operator, you
should probably try aggregators (such as OpenMarket, Sybase365, etc.)
