Yes. dlr-url is configured in sevral parts (smsc, ppg, sendsms-user, etc.)
but dlr-mak must be given each time. I don't know the reason for it, since
it is not difficult to specify a default-value somewhere.
There is not registered-delivery variable, it is just a field in the SMPP
submit_sm PDU.

You can set dlr-mask and dlr-url in sendsms-user group
