Correct. Kannel handles message_payload only in incoming traffic, not
outgoing. You should use meta-data as suggested by Rene.

Try to use meta-data
Check user guide for details.
However I don't know if kannel allows you to send a "blanc" message.
ie no data in short_message parameter
