By your logs, you are still having something using the port you defined in kannel config.
In the other hand, there is no way you can receive sms (nor send them) without having a connection to the celular network. You need either a modem, a phone, a SMPP, a HTTP or whatever means to connect kannel to the networks. Like you need "something" to connect to the internet.
