Not the DLR message per se. It follows strictly the spec supported by kannel. But it supports TLVs and meta-data.

These is, however, the source, so you can modify the DLR message to suit your needs.

~6 months ago I submitted exactly this thing to the community. It is written in C and it also benchmarks your SMPP installation. Unfortunately never made it to the source tree due to styling differences.

If you search the mail archives for fakesmpp, you should find it. Make sure that you get the first submission for documentation, and the second one for the updated sources. Place under /tests and compile with rest of kannel.
