Maybe you should understand how Modems work. They need to be attached to your computer using some kind of technology (Serial Connection or USB). That being said, Linux has to detect the device and allow for interaction between Modem and the corresponding application/User. I will suggest you get an external provider that can provide you with SMPP connection to their infrastructure which eliminates the need for a Modem. I hope that was not too theoretical?
