Hi As you said nothing about MO being received by kannel it seems more a problem with your provider.
MO has about the same rate as MT. In modems it is about 6 to 10 secs per sms. If your modem receives more that that, you SMSC provider (telco) is responsible to queue them and deliver it once your modem is free. You might need to contact your telco to see how they handle MO queues in their side. In any case, check your CNMI setup to be sure is the right one. Also check that you are not storing messages on the device/sim card.
