Hi,

Currently kannel sends only short_message. It will read both message_payload
and short_message. The reason is that message_payload is used for SMPP 3.4
and higher, whereas short_message is used by all. According to SMPP spec,
short SMS (<255 chars) should use short_message. Larger SMS may OPTIONALLY
use message_payload. Therefore, your provider should support short_message,
if he is SMPP compliant. Talk to them.
