Well, actually you can have some information on the modem itself, the
IMSI of the modem at least. To get the IMEI of the SIM card is normally
more complicated.
Anyway you can have your udev rules to execute a script to extract the
IMSI of the modem and then have a permanent link to the same modem.
I'm using gammu to retrieve the IMSI of the modem.
It will not help you if you change the SIMs in the modems!

This is an issue from kernel itself and how it assigns USB port to
devices; basically it asigns the in the order they are being detected
by the system. Therfore it is tricky to have allways the same tty
asigned to the same device....
I've seen soemwhere some scripts that can handle this assignment but
have no more info now... maybe some googling.
