Hi Alex. First great work you are doing on open source and Wikimedia (If am not mistaken).
I had the same problem with the new AIRTEL modem. I edited modems.conf and set the detect string to airtel. The modem now sends and receives SMSes. Check modems.conf because that is where modem configurations are and not kannel.conf. Thanks.
