true, but my question was is it possible to get some kind of dlr if a
message failed with throttling error. For example if we see the kannel
logs, SMSC only send dlr for error 0x00000045 (submit failed) but not
for 0x00000058 (throttling error) so i want to have the dlr also for
error 58
