One thing that I still see wrong is the to=.. In your send url. The value should be urlencoded, so make it: http://localhost:13005/cgi-bin/sendsms?username=foo <http://localhost:13005/cgi-bin/sendsms?username=foo&password=bar&to=%2B2547 25068386&text=Hello+world> &password=bar&to=%2B254725068386&text=Hello+world
Not sure if this makes it be a "bad request". Also, the username and password that you use in this url should be listed in your s_box.conf in a group = sendsms-user.
