You should check your app. Kannel has no way to block messages if your
client has not paid his bill.
Kannel only queue/store messages in case it found problems with an
smsc where it has to route the sms. It will automatically retry at
defined intervals and for a defined number of triesñ the it will give
up and discard the message...
