What kind of fail? If it means the SMS is not sent due to network or connection failure and cause Kannel to requeue it then I don't think Kannel supports to reroute it to another SMSC. But if it rejected by the SMSC due to specific error then you can monetize the DLR and pair it with the MT and re send and re route to other SMSC. Another option is to have multiple SMSC with same smsc-id, Kannel will do load balancing among those connections. The latter is just a tricky solution.
