It is very possible to have Kannel do that, but there are limitations to which you have to look at.
  1. Type of Authentication used by the Service Provider
  2. Header Formation of your SOAP files as required by the service provider.

Kannel offers a better bet for this if you can tweak the C code which come along with the ParlayX patch provided by Tolj.
