Hi Jeck, It is possible as I have done it before. Your client (dev-server 192.168.1.59) should be connected to an SMSC. So an SMS sent from 0.29 will go through opensmppbox and then onto 1.59 that will send it to the SMSC for delivery to the msisdn.
