There is also another possible issue. SMSC may use different algorithm to calculate the throughput than Kannel use. For example SMSC may rely on exact delays between PDUs or check number of messages retrieved during 1 sec since last submit_sm PDU retrieved. I've faced such issue couple of years ago and resolved by requesting throughput x 2 on SMSC side.
