3G/4G shouldn't affect kannel compatibility since that is for Data. In any case, it is transparent to kannel which protocol/channel/band the phone uses for sending sms since kannel communicates only with modem using AT-GSM serial protocol.
Therefore, the only requirement of your modem should be to supports AT-GSM commands through its com port (either serial or usb). Well in addition to have a valid contract with your operator.
