This is another question that is very clear in opensmppbox manual. Refer to it, you absolutely have to use smsc-route to route clients to particular SMSC.
Back to your original question, cause you are using "allowed-smsc-id = Promotional" in your smsc configuration, so if you don't specify smsc in your submissions, BB will not route to this SMSC automatically.
