Too many UNDELIVERED means either you are targeting wrong subscriber number format, or your target numbers are churned out/closed. EXPIRED means either the SMSC threshold for storing UNDELIVERED is too small, or you are targeting people who do not turn on their cellphones frequently, or have severe network issues in that area. Ask your operator why is this happening.
