Hi
Kannel uses mainly AT GSM commands; There was some works in the CDMA
commands but don't have much information.
As kannel is open source, you can develop just the interface with your
Huawei dongle and leave the rest as is. You can start checking smsc-at code
and use it as a template/base for developing the interface for your modem.
