In the past there was a semi-complete Java port of Libcloud ( https://svn.apache.org/repos/asf/libcloud/sandbox/java/trunk/), but there was only a single person working on it and because of his inactivity we have abandoned the development of it.
Currently, we have a Google Summer of Code student working on "REST Interface for Libcloud" project. Once this project is complete you will be able to talk to Libcloud through an arbitrary programming language which knows how to talk HTTP. If you are only interested in Java you should also have a look at jclouds project (http://www.jclouds.org/).
