[Users] Hows is passive monitoring done?

Hi,   According to the specification it says health monitoring components have code(i.e. API's) to monitor them. But hows is passive monitoring done? It says operating system features are used to monitor there health?? Is it the platform level which is doing it??? Do they have a mechanism to monitor the application??? How do i go about this...??
