The command admreq is to switchover the system controllers.
Try the set command.

My configuration is like this:
2 payloads
1 controller
payload1-/2/3(chasis and slot id ) active
payload2-/2/4(chasis and slot id )standby
now when i run the cli command admreq /2/3 operation locked
command executed successfully but, no impacts on the payload.
(expected behaviour is payload1 should become standby and payload2
should become active)
