It might not be too late. Even on RHEL, you can install your own
PHP :)

Alas it's a shared hosting environment, where the hosts are refusing
to upgrade. They have even said explicitly if we need a more recent
version of PHP then we must go elsewhere!

I strongly recommend you do that :)
