I've not done it myself, but 
http://www.mivesto.de/agavi/agavi-faq.html#validation_6 looks like it will be 
helpful in making dynamic validators, and I suspect strict validation can 
remain on everywhere for this.

And for the FPF (as far as I am aware), it is activated quite late in the 
rendering of a page, so it is independent of how the form or validators have  
been created, and so it should just run exactly the same as for a static form.
