That isn't the way the driver works. The band limits only affect the
frequency range that is available in the VFO. It doesn't affect the
band limits that are configured for the programming memories.

The reason you can't program in 1-1/4 meter frequencies is likely due
to you are choosing the wrong vendor/model for your radio's
capabilities.

The rule of thumb is as follows...

2 TX power levels, 2 bands: Baofeng UV-5R
3 TX power levels, 2 bands: Baofeng BF-F8HP
2 TX power levels, 3 bands: Radioddity UV-5RX3  <- the one you should
be choosing for 1-1/4 meter support
