That radio most certainly isn't on the radar of Hams, so what you seem to be 
looking for is a replacement for CS-A16, the OEM programming software.

To get this radio to be supported by CHIRP you'd need to convince a volunteer 
programmer to take on the project and you'd likely need to provide the team 
with a sample radio for development/testing.

I think it would be hard to get a volunteer programmer to invest their time in 
a VHF radio that neither covers a single ham band and lacks the ability to 
transmit FM.
