I don't know.

My guess is that the firmware is specifically set to reject memory channels in 
the broadcast FM frequency range.

I have the UV-5RM and the FM radio function remembers the last frequency I 
listened to, but I can not save or name any FM broadcast band frequencies.

In other words, it's likely a design limitation of the radio.
