I haven't updated to Tahoe, so I don't know for sure, but this looks like
it may be related to the message in earlier versions of macOS where it
would tell you it's an app downloaded from the internet, and are you sure
you want to open it. Perhaps in Tahoe it now defaults to not allowing you
to open it. You may want to have a look in System Settings -> Privacy &
Security -> Security and see if there's something there that will allow you
to run it.
