Well I got it to work.
It seems that my Debian was missing a file called debian.sources
located at /etc/apt/sources.list.d/
After I made that file with the right stuff in it, the entire install string 
worked, and then I was able to do the whl file.
Then I did sudo apt install chirp to get the desktop icons.

Sorry if I left that out, I meant to mention that it is Debian Trixie, which 
is the newest version.
Oddly Chirp  installed on the live Debian Trixie I made, but what I cannot 
install it on is, a non-live Debian, and if anyone would like an image to 
install on a USB drive, here's the link for my image, with Chirp on it:

So I don't know why it installed on the same version of Debian, the only 
difference is that it installed on the live version.

What flavor of linux?  What release version?
It would appear that whatever repo you are pulling software from does not 
have that package (or you may be blocked from the proper repo), so you need 
to be specific before we can point you to the proper source repo to download 
it.

installed Ubuntu 22.04 LTS on a VM, did a full update on it, then installed 
chirp following the steps from
  https://chirpmyradio.com/projects/chirp/wiki/ChirpOnLinux
  and it went exactly as expected.


  I followed the steps for ubuntu, and it seems the error you reported came 
from trying to do step 1 which worked for me.


  Maybe separate that command into 2 steps.
  sudo apt install pipx
  followed by
  sudo apt install python3-wxgtk4.0

    Try just using the package name python3-wxgtk.
    There seems to be a newer version available.
