Some settings are sender *and* recipient settings like the "DKIM
signing enabled" setting. This means that the "DKIM signing enabled"
setting should be enabled for the sender *and* the recipient. The main
reason some settings are taken into consideration for the sender and
recipient is that this gives you the greatest flexibility. 

The message "DKIM signing is disabled for the recipient(s) ..." means
that the "DKIM signing enabled" is not enabled for the recipient. The
most likely reason for this is that the global setting value for "DKIM
signing enabled" is not set.

If you enabled a setting for the global settings, both sender and
recipients will inherit the setting.

So to fix your problem, the best would be to enable "DKIM signing
enabled" for the global settings. If all domains and users inherit this
value (which is the default), all email sent to external recipients
will be DKIM signed (if a DKIM key is configured).
