It seems that the content type is not correct:

application/pdf; charset="Windows-1252" name=<the document name is here>

There should be a ";" between the charset attribute and the name
attribute i.e., it should be

charset="Windows-1252"; name=

What email client are you using?

I can see whether I can make it more robust against faulty non-compliant
email.
